Wocawson Zone: A New Step for Partnership Wind Development in Eastern Quebec

Hydro-Québec and the Eastern Energy Alliance are taking a new step forward in the Wocawson zone by selecting Innergex Renewable Energy Inc. (Innergex) to enter into exclusive negotiations for the creation of a partnership for the development of wind projects in this sector of Eastern Quebec.
This step is part of Hydro-Québec’s Wind Energy Development Strategy, which aims to add 10,000 MW of capacity by 2035 to meet growing electricity needs.
In this context, the Wocawson wind development zone is based on a partnership between Hydro-Québec, the Eastern Energy Alliance, which brings together the local communities of Eastern Quebec and the Wolastoqiyik Wahsipekuk First Nation, as well as an industry partner, in order to develop competitive projects that are well integrated into their environment and create value for the regions.
Innergex was selected following an open and rigorous call for tenders that resulted in several high-quality proposals. The choice was based on qualitative and economic criteria, including experience, ability to carry out large-scale projects, availability of labour in Québec and cost competitiveness.
Hydro-Québec, the Eastern Energy Alliance and Innergex are therefore entering a negotiation phase with a view to concluding a partnership agreement. The conclusion remains conditional on the outcome of these discussions. If it goes ahead, Innergex will become a partner alongside Hydro-Québec and the Alliance for the implementation of projects in the Wocawson zone.
In parallel with these discussions, Hydro-Québec and the Eastern Energy Alliance are continuing to work with the host communities to advance the development of the Wocawson zone, ensure the harmonious integration of potential projects and generate concrete benefits for the communities.
An area with high potential in Eastern Quebec
Located between the RCMs of Kamouraska and Témiscouata, the Wocawson zone covers the unorganized territories of Petit-Lac-Sainte-Anne and Picard, as well as part of the municipalities of Mont-Carmel and Saint-Athanase. With an area of about 700 km², it has a wind power potential of about 1,000 MW.
No projects have yet been confirmed in the area and characterization work is ongoing. These include the installation of wind measuring masts this summer, environmental studies and consultation with local authorities.
Projects from the Wocawson Zone aim to generate jobs, contracts for local businesses and recurring revenues for communities and regional partners for several decades. These benefits will gradually become clearer as the projects are defined in collaboration with the host communities. A first commissioning is planned from 2032.
