The Integrated Energy Resources Management Plan (IEMP): A Vision for Québec’s Energy Future

Québec faces a number of challenges related to the growth of energy needs, economic development, climate issues and the changing geopolitical context. To meet these challenges, it must transform itself and have a clear vision to guide its long-term choices, increase its energy autonomy and strengthen its energy security.

The Integrated Energy Resources Management Plan (ERMP), developed by the Ministère de l’Économie, de l’Innovation et de l’Énergie in collaboration with Hydro-Québec and natural gas distributors, is Québec’s first integrated energy planning exercise. It establishes a common framework to guide decisions on energy supply, production and consumption in a predictable and transparent manner, taking into account future needs as well as economic and climate challenges for 2050.

Better energy choices for Quebec

The ERMP charts a path to a clean, efficient and resilient energy future using Quebec’s natural resources. It guides long-term choices and investments in order to reconcile climate ambition, energy security and economic development.

What the PGIRE proposes

By 2050, the ERMP aims to:
  • energy efficiency;
  • increased electrification;
  • the development of renewable energies, including bioenergy;
  • the gradual deployment of new solutions and technologies;
  • More efficient use of energy to meet needs at all times.

The ERMP is Québec’s energy policy. It is based on a collective approach whose implementation involves the government, energy distributors, the Régie de l’énergie, energy and economic stakeholders, municipal and Indigenous partners, and society as a whole.

Thanks to the EREMP, Québec will have a framework that will allow it to better plan its actions, make more informed decisions and prepare for the future.
