OEB Amendments Come into Effect to Enable Cost-Sharing for System Expansion

As of September 16, 2025, the OEB’s amendments to the Distribution System Code that implement a Capacity Allocation Model (CAM) went into effect. Here’s how the CAM is expected to support electricity system expansions tied to housing developments: Facilitates timely and affordable access to electricity for new homes and communities. Creates a new cost-sharing framework designed to support electricity system expansion for large development areas. Promote transparency and collaboration to support accountable decision-making.
To support effective implementation of the CAM rules, the OEB has issued guidance outlining expectations for distributors. These include:
- Applying reasonable discretion and documenting decisions around CAM requests.
- Maintaining detailed records to support transparency and regulatory oversight
- Establishing generic deferral and variance accounts to track CAM-related costs customer contribution and financing charge payments.
