BCUC Issues Updated Resource Planning Guidelines

The British Columbia Utilities Commission (BCUC) issued updated Resource Planning Guidelines to support public utilities develop long-term resource plans.
The BCUC is responsible for reviewing long-term resource plans, which outline a utility’s energy demands over 20 years, the resources it needs, and the actions it plans to take to meet customers’ energy needs.
Some of the key changes to the updated Resource Planning Guidelines include added flexibility to address evolving regulatory, economic, and energy environments, the application to small and non-electric utilities, and expanded details on transmission and resiliency items.
The Resource Planning Guidelines outline the type of information required for the BCUC to efficiently and effectively evaluate and determine if a long-term resource plan is in the public interest. The BCUC initiated a public and transparent review of the Resource Planning Guidelines as many changes have taken place since they were introduced in 2003, including amendments to the legislation that governs the BCUC.
Public utilities, among others, provided feedback and input that was incorporated into the final version.
